One flash for "ok to merge in front of me" two flashes for "thank you" and if one truck is gaining on another, the slower one will flash highbeams for "it's ok for you to pass me 'cause I'd rather you get killed way ahead of me insead of near me" or it could be a way to flush out all of the highway patrol cars ahead of you.
